How much would it cost to refine \ distill sugar beets into a usable fuel?

There were some recent stories about Brazil using sugar beets to make gasoline (of sorts) for their cars. So if an American farmer wanted to create this kind of fule how much investment would it take? Who could buy the fuel? Is there a conversion necessary on cars? Where do I learn more about it?
