Is it illegal for our apartment to charge us for something and then refuse to specify what was wrong?

The amount os $25 per cleaning is actually very minuscule. And i think that your childish attitute toward Wildcat's honest advice that you asked for shows that you obviously cannot be pleased in any apartment so you should probably just go buy a house and worry about petty things like cleaning yourself.
