My neighbor has repeatedly slandered Obama. Isn't there some kind of way to have him arrested?

I recently moved to Wichita from San Francisco, and purchased a rather nice house in one of the suburbs not far from the Air Force Base. Everything seems to be fine here, except for some of the political opinions I've heard expressed here- especially from my neighbor. Though I don't exactly recall how the heated discussion started, He more or less disclosed to me that he hated everything about the current administration, including the cabinet and its policies. Furthermore, I noticed a "Nobama" sticker on his car (The one which has a circle and a slash superimposed over the president's face) Being one of the most blatant displays of racism I have ever seen, I later decided to call the Sheriff's office to report him for being guilty of a hate crime. However, whenever I finally got through to an investigator, he just laughed at me. I know that politics are somewhat more right of center in this part of the country, but it seems as if they don't even have any sort of justice system here?
