Late NFS charge from bank?

PNC bank gave me an NFS charge for putting money in my account in time. this morning ( the 28th ) my ledger balance was $3 with a deposite of $1187 dollars into my acount from my job. i had a pending charge of 10.00 because i got gas on the 27th which charges $1 and than $9 are pending, the $9 for gas hit the account after the deposite from my job. so how can PNC Bank chagre NFS if the account physically never went negative, it was a pending negative.
