Meaning of 'good' referring to people?

if a person said that they themselves were 'not good' (as a person), would it be a stretch to think of them as 'evil'? literally, i can see that the words 'not good' leave open lots of meanings... though the symbolic connotations of the words..? i'm curious as to your view.
